According to the Berwyn News (Berwyn IL) Friday, November 4, 1938, page 2:

TRIPLE THREAT WOMAN
DRIVER IN COURT

   Ruth L. Emmons, 929 Kane avenue, Aurora, was in police court Monday, facing three charges by the police as a result of her escapades the previous night.  The “triple threat” charges were “leaving the scene of an accident, no lights, and no brakes”.
   About 8:30 Sunday evening Mrs. Emmons, driving east on Cermak rd. in a seven year old couple struck and knocked down Carl A. Hartwig, 2414 Wesley avenue, while he was waiting to cross Cermak road from north to south on his way home.  She continued on without stopping until Edward G. Kostal, 1930 50th avenue, Cicero, finally curbed her car at Ridgeland avenue.
   Kostal forced the woman to go back to the scene of the accident and turned her over to Officers Kotnour and Shurpiet.  In testing the car it was found that at 20 miles an hour it required 55 feet in which to stop it, about twice the distance required by law.  No lights were visible on the car.  In court Mrs. Emmons stated that her dim lights did not work, but was vague as to whether she had the brights on at the time of accident.  Witnesses said no.
   Hartwig testified he was standing in the westbound car line; had looked both ways and saw no car approaching from either direction.  When hit he was rendered unconscious.  He was badly bruised about the body.  Mrs. Emmons said she did not feel any impact and when asked why she was on the wrong side of the street said she was following another car.  A broken headlight and dented funder (sic), together with a statement by Kostal that he had followed the woman from Riverside drive trying to head her off as she was driving erratically, and finally his chase, all pointed to her guilt.
   Officer Kotnour, who presented the case, said he noticed an alcoholic smell about the woman, but an examining physician, while verifying this, did not issue a statement saying she was intoxicating.  As to her not knowing she had struck anyone, Richard Prieb and John Lowery, both of Cicero, who were standing about 100 feet from the scene of the accident, testified they had heard the sound of the impact and saw Mr. Hartwig hurtling through the air.
   In passing sentence judge Pavek said this was the most serious case of its kind brought before him, and that the defendant was a woman made it worse.  he imposed a fine of $100 and suspended Mrs. Emmons’ driving privileges for one year, the fine to be suspended if she pays damages to Mr. Hartwig.”
